Electrical Connections

In my dining room I used to have bunk beds. By the bunk beds there were some lights. When I took the bunk beds out, I removed the lights. The other day I decided to investigate the light connections further and under a piece of insulation tape (not a lot of it I might add) I discovered this:




I learnt not to wire like that at a very young age... so why didn't the previous owner?
