What do you recommend...
.. to fix scaffold planks onto the front deck gunwhale without drilling holes in the steel?

What about G Clamps that joiners use? you can get metal ones that lock if it needs to be semi permanent.

...or big bolts (M10?) with wide (aka 'penny') washers, clamping down the planks to something that sits under the gunwhale? I guess you'd need two planks underneath lengthways that everything bolted to, then a couple across under those that do the clamping down?
I have decided to use U bolts and saw one side off so it fits under the gunwhale - should do the job!
