Yes, it is. The level below the lock is the same as the level above. I don't recommend moving down stream at all. Bridges are not funny. Only move if you absolutely have this the usual remit and my understanding is that lock keepers can't stop you going thought the locks of red boards but to do so would invalidate your insurance, I think, and be insane. Moving under these conditions would also be insane.
Lock keepers are great so if you have queries they are the ones to ask!
I moved my boat but I screamed whilst my friend who is an expert did the steering. I wouldn't even risk it today.
